Domino is a mutant with "luck powers" that alter probability in her favour (closer to Longshot's power than Scarlet Witch's), but she has to place herself in danger, and then do something (take any action) to activate it. Domino's cerebral cortex emits a current of bio-electric pulses down her spine to instinctively guide her movements during such situations, which effectively augments her natural reflexes and agility to near-superhuman levels. On top of that, Domino is extensively trained in numerous armed and unarmed combat techniques, covert operations and the use of explosives. She is also a superb markswoman, athlete, and swimmer.
Domino (her real name is Neena Thurman) is one of many genetically-engineered mutants created by the U.S. government’s Project: Armageddon in Florida from the embryos of a mutant precog named Beatrice to be "the perfect weapon" - although only two of the children survived (Neena and her younger half-brother Lazarus). However Neena's mom, Beatrice was part of a cult called the Armajesuits, and she stole Neena from the project to be raised by a priest in Chicago until her mutant powers manifested.
As an adult (and possibly before) Neena made a career in covert ops (both for various governments and as a mercinary). One of her early assignments was guarding another precog - Milo Thurman. They fell in love and married (he was the one who gave her the name "Domino"). Seperated in a raid by A.I.M., Milo was told Neena had died and sent into even deeper cover. Meamwhile Domino joined the a mercinary outfit called "Six Pack" where she met and formed a romantic relationship with Cable. Years later when Cable turned the New Mutants into the first incarnation of X-Force she partnered with Cable again - but only after being kidnapped by Cable's step-son, Tyler Dayspring (posing as "Mr. Toliver") who originally sent an impostor (posing as Domino) to join Cable in her place.
Later, Milo was captured by Donald Pierce and the Reavers, intent on somehow leeching-off his precog powers. Domino defeates Pierce but Milo dies in the rescue attempt. This led Domino to discover that 1) Project: Armageddon was still active, and 2) she had a half-brother named Lazarus who could control emotions. Domino rescued Lazarus from Project: Armageddon (who wanted to use his power) and the Armajesuits (who wanted Lazarus dead) and took him to be raised bu the same priest who raised her.
After that her activities mostly center around Cable: She joined his mutant underground to fight the new Weapon X and their Neverland death camp; she joined the Six Pack again - this time to oppose Cable when he unleashed and then purged the Facade virus all over the globe; Domino assassinated Flagsmasher in Rumekistan, clearing the way for Cable to take over the counrty though She didn't agree with his agenda; She then joined Cable on Providence for a time, until a battle with the Hecatomb caused the island stronghold to sink into the ocean and Cable was presumed dead; later she rallied an impromptu X-Force to lead The 198 in rebelling against government internment; after that she was recruited by her old friend Gen. G.W.Bridge, alongside Silver Sable and the Contessa, to track down a fake Punnisher. And that brings her up to the point where she joined Wolverine's X-Force in Japan tracking the Vanisher.
So what's her connection to Wolverine? Well they're colleagues - both have a past career in black-ops that predated the founding of the X-Men (I suspect she's a little older than the original X-Men). He doesn't have to explain or justify himself for her to understand him. Both have a past history with Cable that likewise predates their involvement with any X-Team. Finally both have been kidnapped by Tyler (Genesis) Dayspring, though Logan killed him. But the chemistry between them comes from the fact that she's comfortable with the world Logan doesn't like to share with the X-Men, yet it hasn't made her grim, morose, or untrustworthy. She can be deadly serious while still lightening things up (and ever having a good time). Logan's mood seems to improve when she's around (and who's to say that's not part of her "luck-power"). There are really only a handful of women left who seem to connect as comfortably with Wolverine - Carol Danvers (somewtimes too "establishment"), Mystique (can't be trusted), maybe Psylocke (no previous romantic spark between them). Sage might be a candidate if she wasn't so "Vulcan." But where Neena might have an edge is her power - putting herself in danger triggers her luck to keep her safe - and historically, becoming "the woman Logan loves" would definitely count.
