"1987’s Uncanny X-Men Annual #11 when Wolverine fully regenerated from a drop of his own blood..."
Jephyork and Stormbreaker got it right in their Newsarama posts:
Marc Guggenheim picked out the one instance of Logan "regenerating" from a single drop of blood - which he clearly didn't re-read after 20 years, or at least didn't understand - and ignored all the other, much more appealing, depictions of Wolverine's experiences of "death." In the other versions he always meets a woman who is either Rose (as in Tieri's version in Wolverine #176) or Jean (as in Hama's Wolverine #75).
Uncanny X-Men Annual #11 shows an alien using the X-Men to obtain a gem that would bestow god-like power. Since wolverine's blood hit the gem as the alien struck him dead it was Wolverine who became a "god." But he was wise enough to know that no man should have that kind of power, so he undid the alien's actions and set things back the way they were before he kidnapped the X-Men.
At no time in the story did Wolverine "re-grow" his entire body (complete with inorganic adamantium skeleton) from a single drop of blood - he simply set time back to the way things were and relinquished the godhood.
