Ok, so I read the story arc/summary of Wolverine Volume 3. #32, but I don't understand the meaning of the comic book, can someone give me an idea of what's supposed to be going on here?

+++ SPOILERS +++ Set during World War II, Major Bauman arrives at a concentration camp where he will be taking charge. Unfortunately for him, Wolverine is in a concentration camp, and he just won't die. Wolverine is played as a ghost-like figure by Millar, hence the lack of dialogue. Wolverine's haunting presence forces Bauman to torture him, which in the climactic scene leads to his death.
By far my favourite issue from Millar's run on the title, and I think it only works because of Will Eisner's influence over the issue -which can be seen in Millar's end-notes.

Ok, but why on earth was he in a concentration camp? and why is he played as a gohst like figure. Don't get me wrong, this seems like an interesting story, but why?

There are no answers to your questions. This is a stand-alone story that is never connected to the events of any other story before or since, and it doesn't fit well into Logan's continuity - his experiences in WWII are already spread-out all over the world, so taking months to infiltrate a concentration camp and drive one commandant after another crazy just doesn't make practical sense. Some of the pieces of Logan's past don't fit the puzzle, and when we try forcing them we just end up frustrated. So, while it is a good story, it's easier to treat it as "out-of-continuity" and just pretend it didn't really happen (memory implant?) until some future writer puts the event into perspective.
If I was to make-up an explanation to his presence in a concentration camp (not a POW camp) I'd say he was placed there as a spy by Romulus to determine what Sinister was doing in the concentration camps (Sinister supposedly used the concentration camps for his genetic research much the same as Josef Mengele did). We know that Romulus is aware of Sinister's work, this story could be spun into an explanation of how he go that information. This is a stretch since nothing in this story mentions Romulus of Sinister.
