Can fans of the Marvel Comics Universe create characters for the writers and arts to use in there stories?
If so, who do we need to contact about that?

You have to write a script and introduce a new character that way, Marvel usually meets writers and Artist at conventions, but is limited. There are lots of ways to try and get noticed, but it will come down to talent and chemistry with the person at Marvel.
I would look up some of your favorite creators and see how they made it, you will find they all have a different story
